29.10.2024

Real estate purchase and sale transactions bring with them important financial obligations for buyers and sellers. The title deed fee and title deed transfer fee to be paid in this process have been announced as of 2025. While the title deed fee is an important fee collected by the state in real estate purchase and sale, the revolving fund fee is an additional expense determined by the land registry office that carries out the transaction. Here are the title deed fee rates and other details for 2025...

What is Title Deed Fee?

Title deed fee is a tax collected by the state in real estate purchase and sale transactions and calculated on the sales price. This fee is shared equally between the buyer and the seller and is generally collected as 4% of the value declared in the title deed.

Title Deed Fee Rates in 2025

As of 2025, no change has been made in the title deed fee rate. The title deed fee, determined as 4% of the sales price, is shared between the buyer and the seller at a rate of 2%-2%.

  • Title Deed Fee Rate: 4% of the sales price
  • Distributed equally to the buyer and seller: 2%-2%

Revolving Fund Fee

In addition to the title deed fee, a revolving fund fee is also collected by the land registry offices. This fee has been determined as an average of 1,300 TL for 2025. However, this fee may vary depending on the region where the property is located.

Title Deed Fee Calculation Example

For example, the title deed fee calculation for a house with a sales price of 500,000 TL declared in the title deed is as follows:

  • Total Title Deed Fee: 500,000 TL x %4 = 20,000 TL
  • Amount to be Paid by the Buyer: 500,000 TL x %2 = 10,000 TL
  • Amount to be Paid by the Seller: 500,000 TL x %2 = 10,000 TL
  • Revolving Fund Fee: 1,300 TL (may vary with local differences)

How to Pay Title Deed Fee

The title deed fee payment is deposited into the bank account of the title deed directorate where the transaction will be made. This payment must be made in accordance with the instructions received from the title deed directorate and the payment receipt must be presented during the title deed transactions.

Title Deed Fee Exemptions and Discounts

In some cases, title deed fee exemptions or discounts may be applied. Especially in the renovation of risky structures within the scope of urban transformation, there may be an exemption from the title deed fee. In addition, the state may provide discounts on the title deed fee for citizens who will be homeowners for the first time at certain periods. Such exemptions and discounts are determined by legislation that changes from time to time. Therefore, it is recommended to review the current legislation and obtain information from the land registry offices before starting the title deed transactions.

The Importance of Land Registry Fee and Revolving Fund Fee

Land registry fee and revolving fund fee constitute a significant portion of the costs of real estate purchases and sales. Since the amount of land registry fee will increase especially in high-priced real estates, it is important to carefully calculate these costs before the transaction and plan the budget accordingly.

As a result, as of 2025, the land registry fee rate in Türkiye will continue to be applied as 4% of the sales price without changing. While this rate is shared equally between the buyer and seller, the revolving fund fee is an additional cost. It is of great importance to learn the current status of the fee rates and revolving fund fees from the land registry offices before the land registry transactions in order to avoid possible surprise costs.
